Usually, only passing the exam is enough, but the high level of institutes tend to have a cap of around the minimum score of 7. A student does not have to pass both of the examinations, one of the two will do the job.
However, if the student has persuaded a Bachelor’s degree in the English language, then the TOEFL and IELTS requirement is waived off, as they would obviously have the standard proficiency in the language.
